Nicotine Without Smoke: Tobacco Harm Reduction

A comprehensive report from the UK's Royal College of Physicians concluding that e-cigarettes are substantially less harmful than smoking and recommending their promotion as a harm reduction tool, provided youth uptake and non-smoker use are minimised.

Relevance to India: Directly relevant given India's high smoking and smokeless tobacco burden and the RCP's standing as a leading medical body; frequently cited in AVI's own policy submissions.
