AVI has done this before: a 2020 crowdsourced confiscation-report form logged 60 incidents and directly produced the petitioners in AVI's ongoing flight-ban case. This is the same idea, for street-level police harassment — the more reports, the stronger the evidence for the next legal or policy fight.
